SCOPE
The intersections of Barbourville and Young with MLK Jr. Blvd. retain stormwater for extended periods of time resulting in localized flooding within each intersection as well as the northbound lane of MLK Jr between these two intersections. Currently there is no existing stormwater infrastructure directly serving the MLK-Young and MLK-Barbourville intersections or the segment of MLK Jr. roadway in between. The existing roadway consists of an urban typical section with curb and gutter however there are no inlets or pipes to adequately collect, capture and convey stormwater runoff. The longitudinal slope of the segment of MLK is mostly flat furthering the localized flooding and roadway spread deficiencies of the area. The project will provide roadway and intersection flooding mitigation through improved roadway and gutter hydraulics by reducing the existing lane width between the intersections and establishing a constant positive longitudinal gutter grade. This project will also include construction of new stormwater curb inlets and an associated 18” RCP outfall that will begin at the Barbourville intersection run under MLK and connect to the existing City stormwater system located at the Rudy Hubbard and MLK Blvd. intersection. Reducing the lane width between the two intersections will allow the new gutter line to circumvent the existing 63-inch Live Oak and also contain the roadway north bound lane and associated curbing gutter within the existing right of way. https://talgov.bonfirehub.com/opportunities/207123
