SCOPE
Total project length is approximately 2.3 miles. The limits of this project may also extend up to 500’ west of Columbia Avenue on Hoagland Boulevard and up to 500’ east of Columbia Avenue on North Central Avenue. Within the project limits, Columbia Avenue is fronted on both sides by a mixture of commercial, institutional, recreational, and multi-family land uses and lies within the Vine Street District. As part of the City of Kissimmee’s ADA Transition Plan, there were numerous ADA deficiencies that were identified within the project limits. In addition, the existing sidewalk is narrow and frequently obstructed or narrowed by trees or utilities creating an unpleasant walking environment. The City of Kissimmee has adopted a Vision Zero goal to reduce the number of fatal and serious injury crashes within Kissimmee to zero by the year 2040. Therefore, this corridor has been identified for a complete street project that would not only correct existing deficiencies on the corridor but also construct elements that will increase safety for non-motorized and vulnerable users. Project scope resulted from the Columbia Avenue Case Study prepared for Metroplan Orlando by Kittelson and Associates, Inc. in May of 2016. This project will include reconstruction of the roadway, curb and gutter, sidewalks, curb ramps, driveways, streetscape elements, and will bring the entire corridor into compliance with the Americans with Disabilities Act (ADA). The project will also include construction of new features to enhance pedestrian and bicycle safety on the corridor including raised pedestrian refuge islands at strategic locations within the existing center turn lane, curb extensions at intersections and driveways, reconfiguration of the cross section to better protect bicycle traffic and improve the pedestrian space, and the installation of pedestrian oriented decorative lighting. The project will also include an Interlocal Agreement with the Toho Water Authority (Toho) for utility adjustments and/or utility replacements as identified by Toho. In addition, to possible conflict relocations, Toho may assign portions of the existing system in the Project limits to be upgraded or rehabilitated which may include water, wastewater, reclaimed water, or gravity sewer. The selected firm will be responsible for including TOHO adjustments or upgrade plans as part of the City project plans.
