SCOPE
The intent in soliciting proposals is to obtain a highly qualified and experienced contractor to replace the two 24 valves and to perform emergency repair services on the 36 inch bar-wrapped concrete cylinder pipe if needed. The project is separated into two phases, one for each valve replacement. For the first valve, it is estimated that the Trunk Main and Graham Hill Water Treatment Plant will need to be taken out of service for about 16 hours (8 hrs to drain, and 6 hrs to replace valve, and 2 hrs to re-fill the main). The contractor’s crew would be responsible for all aspects of the valve replacement except for performing the shutdown, draining, and refilling of the City water system, procuring valve replacement parts, notification and permitting. See Phase 1 Plans dated 07/29/15 for details on scope and sequencing. The second phase valve replacement does not require a full shutdown of the entire pipeline and treatment plant, but does require a larger excavation and more traffic control, since it is located at a busy downtown intersection. The contractor would be responsible for all aspects of the valve replacement except for performing the shutdown, draining, and refilling of the City water system, procurement of the valve replacement parts, notification and permitting. See Phase 2 Plans dated 07/29/15 for details on scope and sequencing. Both phases will require the contractor to develop and implement acceptable traffic control plans. If you have any questions concerning this solicitation, please contact Doug Valby, PE. Associate Civil Engineer, at 831/420-5212, dvalby@cityofsantacruz.com.
