SCOPE
The City of Torrance is responsible for maintaining approximately 550 miles of sidewalk within the public right-of-way. The purpose of the Citywide Sidewalk Ramping and Grinding Program is to systematically identify and remove any sidewalk displacements and create a continuous path of travel. Under this program, sidewalk within 1/5 of the City (approximately 110 miles) is inspected annually (see Program Map). Sidewalk inspections and repairs are made on a "neighborhood by neighborhood" basis. If required, the City will either ramp or grind displaced sidewalk to temporarily alleviate offsets that may disrupt the continuous surface. Typically, these offsets are caused by either tree roots or underlying expansive soil. City specifications require vertical displacements between 3/8" and 1-1/2" are ground with a vacuum-equipped grinder. Vertical displacements greater than 1-1/2" are repaired by constructing asphalt concrete (AC) ramps. Citizens may also report sidewalk damage. City staff will inspect reported sidewalk within 5 working days after receiving a Citizen Request. If required, sidewalk ramping or grinding work will be completed within 3 weeks after inspection.
