The NWFD Training Center was constructed during the years of 2010 – 2011, with fill dirt acquired and earthwork taking place in 2008 and 2009. This fill dirt was primarily a mixture of clay and sand that ended up serving as the subgrade to the Training Drive. The subbase to the Training Drive is a mixture of gravel and dirt that can be measured between 3 and 4 inches deep. On top of this subbase is a 3- to 4-inch-thick layer of asphalt. Resulting from the above factors, the Drive area around the Training Facility has had durability and drainage problems since construction. In 2022 it was decided to correct deficiencies with replacement using concrete or a more durable surface material. Funds were not available to reconstruct the entire drive, so it was decided to do the work in phases. During primary evaluation of the existing roadway the construction deficiencies cited in paragraph two were identified. A deeper, higher quality subbase would have to be created to support a heavier concrete or thicker asphalt surface. Immediately after site work began it was discovered that the utility infrastructure had been installed at improper depths. All site infrastructure runs directly under the drive and is at a depth that does not allow for removal of the subgrade to improve the depth of the subbase or improve the thickness of the surfacing material. When this was discovered, the project was stopped; and a decision was made to lower the utility infrastructure allowing for a proper roadway to be installed that would support the equipment and mission of the NWFD Training Center.
