SCOPE OF WORK In 1996, the City of Phoenix built the Shea Boulevard/SR-51 Park-and-Ride along with the southbound bus-only crossover lane which allowed buses the ability to use a signalized bus-only through lane to pass through the traffic interchange. This feature has proven to be critical to the success of RAPID (bus rapid transit) service in the SR-51 Corridor and a key feature for service expansion to the north. In 2003, the Bell Road/SR-51 Park-and-Ride opened for service and currently acts as the termination point for RAPID service in the corridor. However, as service extends further north, a similar crossover lane will be needed for buses to travel southbound through the Bell Road/SR-51 interchange to access the passenger facility. This project will entail developing a bus-only crossover lane through the SR-51/Bell Road freeway interchange. This exclusive lane allows buses to travel through the interchange and conveniently access the Bell Road/SR-51 Park-and-Ride at the southwest corner from the north. The feature is similar to the lane developed and in use at the Shea Boulevard/SR-51 interchange. Project components will include: bus-only lane construction, traffic signal reconfiguration, lighting alterations, restriping and pedestrian modifications. This feature will bring increased convenience for transit users including a decrease in travel time and costs. It will be a significant enhancement to the regional park-and-ride system.
