SCOPE
The Consultant shall perform all work necessary to define the project, produce all necessary documents required to obtain approval of the Project Study Report – Project Development Support (PSR-PDS) per the latest edition of the Caltrans Project Development Procedures Manual (PDPM), Appendix S, “Preparation Guidelines for Project Study Report-Project Development Support Initiation Document”. The Consultant shall be responsible for the preparation, submittal, and approval of all accompanying documents. The Interstate 15 Nichols Road interchange (Interchange) is located between the Lake Street and Central Avenue (State Route 74) Interchanges in Lake Elsinore, CA (see Figure 1). Nichols Road is designated as an Urban Arterial Highway (6 lanes) per the City’s General Plan Transportation Element. The Interchange is currently a diamond configuration that will serve as a major access point for existing and future industrial and residential development at properties west of the freeway and residential and commercial properties east of the freeway. The Nichols Road ramps and the adjacent local intersections and driveways within the project area are controlled by stop signs. The Interchange is also within very close proximity to local intersections and driveways that would need to be included in the study and scope of this project. Future peak hour volumes are anticipated to cause congestion and delays at the Interchange as well as local roadway segments and intersections. The purpose of the proposed project would be to relieve congestion by improving traffic operation and reduce congestion in the vicinity of Interstate 15-Nichols Road on- and off-ramps, local road segments, and intersections. The improvements would also have to accommodate the projected 2050 traffic flow at ramp intersections and the regional transportation system. In order to accomplish this objective, the City of Lake Elsinore, in cooperation with Caltrans is initiating the PSR-PDS phase.
