SCOPE
The City of Eldorado will receive bids for the construction of the Glendale Subdivision 2019 CDBG Sewer Improvement Project 7220129 until 2:00 PM on November 8, 2021 at 6 Cottonwood St., Eldorado, Texas 76936. The bids will be publicly opened and read aloud at 2:00 PM on November 8, 2021 at 6 Cottonwood St., Eldorado, Texas 76936. The City proposes to install approximately two thousand five hundred fifty linear feet (2,550 linear feet) of eight-inch (8”) sewer line, manholes, and all associated appurtenances. Project activities shall occur on Highland Ave., from Dixie Dr. to North St., on Eldorado Dr., from Highland Ave. from N. Divide St., and on Bluebonnet Dr., from Highland Ave. to Dixie Dr in the Glendale Subdivision. The project will be bid as a base bid with two additive alternates to maximize the use of available grant funds. Bid/Contract Documents, including Drawings and Technical Specifications are on file at: MRB Group, PC 8834 N. Capital of Texas Hwy, Suite 220 Austin, TX 78759 Copies of the Bid/Contract Documents may be obtained by depositing $10.00 with the City of Eldorado for each set of documents obtained. The deposit will be refunded if the documents and drawings are returned in good condition within 10 days following the bid opening. Bid Documents and Specifications may be obtained electronically by the prospective bidders or suppliers at www.civcastusa.com at no charge. A bid bond in the amount of 5 percent of the of the base bid issued by an acceptable surety shall be submitted with each bid. A certified check or bank draft payable to the City of Eldorado or negotiable U.S. Government Bonds (as par value) may be submitted in lieu of the Bid Bond. The project to be constructed will be financed with assistance from the Texas Department of Agriculture (TDA) under the U.S. Department of Housing and Urban Development Community Development Block Grant (CDBG) program and is subject to all applicable Federal and State laws and regulations. Attention is called to the fact that not less than, the federally determined prevailing (Davis-Bacon and Related Acts) wage rate, as issued by the Department of Labor and contained in the contract documents, must be paid on this project. In addition, the successful bidder must ensure that employees and applicants for employment are not discriminated against because of race, color, religion, sex, sexual orientation, gender identity, or national origin. Adherence to the grant recipient’s Section 3 Policy is required for contracts and subcontracts for construction. All contractors/subcontractors that are debarred, suspended or otherwise excluded from or ineligible for participation on federal assistance programs may not undertake any activity in part or in full under this project. Section 3, Minority Business Enterprises, Small Business Enterprises, and Women Business Enterprises, and Historically Underutilized Business firms are encouraged to submit bids. The City of Eldorado reserves the right to reject any or all bids or to waive any informalities in the bidding.
