Subbase Reconstruction Subbase reconstruction is the process of removing the surface asphalt through grinding or other means, excavation of subbase material to depth identified in the Contract Documents, performing subgrade stabilization, and placement of new subbase upon which to place a surface course. Full Depth Reclamation Full depth reclamation (FDR) is the process of pulverizing and blending all layers of an asphalt pavement in-situ, as well as part or all of the underlying base materials to provide a homogenous material upon which to place a surface course. Bay Mud Thick deposits of soft, unconsolidated silty clay saturated with water located in the immediate vicinity of San Francisco Bay. Bay Mud characteristics are low shear strength, high compressibility, and low permeability.
