INVITATION TO BID Bids addressed to Belmont Fresh Water Supply District No. 1 will be received electronically via www.CivcastUSA.com, at 8:30 a.m., Tuesday, August 17, 2021. See details regarding Civcast online bidding below. The bids received will then be publicly opened and read for furnishing of all plant, labor, material and equipment and performing all work required for the construction of Harvest Phase 11A & 11B Mass Grading. Due to the current COVID-19 pandemic, large public gatherings are not permitted by law. Bids will be publicly read aloud at the time bids are due via teleconference call. The number for this call is: +1 832-856-3756, Conference ID: 468 403 308#. The project is located in Belmont Fresh Water Supply District No. 1 in Denton County, Texas. The site may be reached from Interstate Highway 35W by traveling north to the FM-407 exit. Exit FM-407 and turn left, heading west. Continue heading west for approximately 0.3 miles and turn right onto Harvest Way heading north. Continue heading north for approximately 1.5 miles. After roughly 1.5 miles, Harvest Phase 11A will be to the west of Harvest Way just before the road becomes Briarwood Road. For Harvest Phase 11B head west for approximately 0.5 miles turn right on Cleveland Gibbs Road heading north. Continue heading north for approximately 0.3 miles. Harvest Phase 11B will be to the east of Cleveland Gibbs Road. The project consists of approximately 41,484 cubic yards of excavation and placement for the construction of Harvest Phase 11A & 11B Mass Grading. Bids received after the closing time will not be opened and will be delivered to the Owner for its consideration. The bidder shall submit either a certified or cashier's check on a responsible bank in the State equal to two percent (2%) of the maximum total bid amount or a five percent (5%) bid bond of the maximum total bid amount. Make the cashier's check or bid bonds payable to the Owner. Plans, specifications, and bidding documents may be obtained from www.CivcastUSA.com. Bidders must register on this website in order to view and/or download specifications, plans, soils report and environmental reports for this project. There is NO charge to view or download documents. There will be an optional pre-bid conference on Tuesday, August 10, 2021 at 8:00 a.m. via teleconference call. The number for this call is: +1 832-856-3756, Conference ID: 206 424 149#. The Owner is not obligated to accept the lowest bid or any bid. The Owner reserves the right to reject any or all bids and to waive any informalities in bids or in bidding. The Owner may accept any bid deemed advantageous. The owner reserves the right to reward multiple contracts based on the most advantageous bid per section of the bid form. The contract award may include full consideration of unit prices, alternates, time of completion, and financial standings with the District, Hillwood Communities, and the Town of Northlake. No bid may be withdrawn until the expiration of 90 days from the date bids are open. ATTENTION: Pursuant to Texas Government Code 2252.908, if awarded the contract, you must be able to provide Belmont Fresh Water Supply District No. 1 (the “District”) with a printed, executed and notarized original of a completed Certificate of Interested Parties form (Form 1295) and a Verification of Compliance with Government Code Chapters 2252 and 2270 form. Failure to do so will result in the District’s inability to execute the contract.
