NOTICE TO BIDDERS The Galveston County Water Control and Improvement District No. 1 (District) is requesting bids for the replacement of approximately 2,000 L.F. of existing 18” deteriorated force main pipe with a new 12” PVC restrained joint sanitary sewer force main pipe by auger and bore and jack methods of construction. The project includes road (TxDOT) and creek crossings, pipeline crossings, steel casing, air release-vacuum valve assemblies inside manholes, abandonment of the existing 18” force main and associated work. Bids in duplicate copies must be sealed and marked “26th Street Lift Station Force Main Replacement” and delivered at the District’s Falco Office located at 2320 Falco Street, Dickinson, Texas 77539, to arrive no later than 2:00 P.M., local time, Thursday, July 29, 2021. Bids received after that time will not be accepted. Bids will be opened publicly and read aloud at that time. A Non-Mandatory Pre-Bid Conference will be held at 2:00 P.M., local time, Thursday, July 15, 2021 at the District’s Falco Office located at 2320 Falco Street, Dickinson, Texas 77539. Given the concerns due to the COVID-19 pandemic and social distancing guidelines, the Pre-Bid Conference will also be made available by Webex virtual video and phone conference. A roll call will be initiated at the beginning of the pre-bid conference to confirm the phone conference attendees. Attendance at the Pre-Bid Conference is non-mandatory. After the Pre-Bid Conference, the District will host a site visit for any potential bidder beginning at the 26th Street Lift Station site located at 4501 26th Street, Dickinson, Texas 77539. It shall beach bidder’s sole responsibility to inspect the site of the work and to inform himself regarding all local conditions under which the work is to be done. It shall be understood and agreed that all such factors have been thoroughly investigated and considered in the preparation of the bid submitted. Bidders must register on this website in order to view and/or download plans and specifications for this project. There is NO charge to view or download documents from the website. A cashier’s check or Certified Check from a Texas Bank, or acceptable Bid Bond from a reliable surety company authorized to do business in Texas, payable to the OWNER, in an amount not less than 5% of the maximum Bid price submitted, must accompany each Bid as a guarantee that, if awarded the contract, the bidder will enter into a Contract and execute Bonds on the forms provided in the Contract Documents. The Bidder’s deposit shall be forfeited and become the property of the OWNER in the event the Bidder neglects or refuses to enter into a contract and to furnish bonds acceptable to the OWNER after receipt of Notice to Award from the OWNER. The successful Bidder must furnish PERFORMANCE and PAYMENT BONDS on the forms furnished with the PROPOSAL, in the amount of 100% of the total contract price, from a surety company holding a permit from the State of Texas to act as surety. The surety company must have a minimum Best Key Rating of “B”, or if the surety company does not have such a rating due to the length of time it has existed, the surety company must be eligible to participate in the surety bond guarantee program of the Small Business Administration and must be an approved surety listed in the current U.S. Department of Treasury Circular 570, and must meet all of the related rules and regulations of the Treasury Department. The surety company and the agency or agent issuing the PAYMENT and PERFORMANCE BONDS must be authorized to issue and sign PAYMENT and PERFORMANCE BONDS in Texas in an amount equal to, or greater than, the total Contract price. The Galveston County Water Control and Improvement District #1 reserves the right to reject any or all bids, to waive any informalities in the bidding and to accept any bid which it deems advantageous to the District. Each bidder agrees to waive any claim it has or may have against the District, the Engineer, and their respective employees, arising out of or in connection with the administration, evaluation or recommendation of any bid.
