CITY OF KIRBY KIRBY, TEXAS BORCHERS DRIVE RECONSTRUCTION FROM DEER GROVE DR. TO ACKERMAN RD. ADVERTISEMENT FOR BIDS Sealed Bids for the construction of the Borchers Drive Reconstruction from Deer Grove Dr. to Ackerman Rd. project, will be received by the City of Kirby, at the City’s offices located at 112 Bauman Street, Kirby, TX 78219 until 2:00 pm local time on May 27, 2021, at which time the Bids received will be publicly opened and read. The Project consists of reconstructing Borchers Drive Drive located between Deer Grove Drive and Ackerman Road consisting of existing pavement removal and paving. Bid Documents may be viewed without charge at the City of Kirby. Additionally, Bid Documents may be viewed and downloaded on or after May 5, 2021, online (free of charge) by registering with www.CivCastUSA.com. Following registration, complete sets of Bid Documents may be downloaded from the CivCast website as “zipped” portable document format (PDF) files. The City of Kirby will not provide paper copies of the Bid Documents. The date that the Bid Documents are transmitted via CivCast will be considered the Submitter’s date of receipt of the Bidding Documents. Partial sets of the Bid Documents will not be available from the Issuing Office at M&S Engineering as indicated below. Bid security shall be furnished in accordance with the Instructions to Bidders. Bidders shall submit proof of qualifications to perform the Work as described in the Instructions to Bidders. The purpose of section 3 is to ensure that employment and other economic opportunities generated by HUD assistance or HUD-assisted projects covered by section 3, shall, to the greatest extent feasible, be directed to low- and very low-income persons, particularly persons who are recipients of HUD assistance for housing. Bids will be received for a single prime Contract. Bids shall provide a lump sum and unit price basis as indicated in the Bid Form. Attention is called to the fact that not less than, the federally determined prevailing (Davis-Bacon and Related Acts) wage rate must be paid on this project. In addition, the successful bidder must ensure that employees and applicants for employment are not discriminated against because of race, color, religion, sex, sexual identity, gender identity, or national origin. Adherence to the city's Section 3 Policy is required for contracts and subcontracts in excess of $100,000. The City of Kirby reserves the right to reject any or all bids or to waive any informalities in the bidding. Bids may be held by City of Kirby for a period not to exceed 60 days from the date of the bid opening for the purpose of reviewing the bids and investigating the bidder’s qualifications prior to the contract award. All contractors/subcontractors that are debarred, suspended or otherwise excluded from or ineligible for participation on federal assistance programs may not undertake any activity in part or in full under this project.
