SCOPE
The project will be located at the City’s Special Planning Area 1 (SPA 1) Water Reclamation Facility, specifically 13665 West Cactus Road, Surprise, Arizona 85379 and the Bell Road Lake 15105 West Bell Road, Surprise, Arizona 85374. The SPA 1 Water Reclamation Facility is the City’s primary wastewater treatment plant that processes 10 M gallons of wastewater per day. This campus currently operates 11 existing vadose zone wells. The Bell Road lake location is a City owned parcel adjacent to an existing lake, well, and residential/commercial development. The City of Surprise is seeking a Construction Manager at Risk for the pre-construction and construction phase services associated with the completion of up to (7) vadose zone recharge wells. The installation of these wells and the associated infrastructure will aid in the City’s strategic plan of recharging effluent water in our area of hydrologic impact. This project will install two (2) vandose zone wells at the City’s South Water Reclamation Facility and five (5) vadose wells at Bell Road Lake. The City is currently working with Brown & Caldwell for the plans, specifications and estimates associated with this improvement project. The design is currently 60% complete and has been attached to this solicitation as a reference. Brown and Caldwell is also contracted for limited construction administration and SCADA programming. The permitting associated with establishing an Underground Storage Facility has been completed at both locations. Some of the challenges that we foresee with the project will be the proximity to neighbors at the Bell Road Lake, utility coordination, soil conditions at the SPA 1 Water Reclamation Facility and coordinating work at two sites.
