The Project proposes implementation of one of the City of Perris Trail Master Plan projects, the Perris Valley Storm Drain Channel Trail, Phase 2 , constructing 3.1 mile multi-use non-lighted trail (Project) parallel to the Perris Valley Storm Drain Channel extending from Nuevo Road to the South Perris Metrolink Station near Case Road. The Project will construct a slab-bridge crossing the Metz Channel and the RCFCD channel south of the Interstate 215 (I-215) freeway, an at grade crossing at San Jacinto Avenue, an underpass below the I-215 freeway, and a bridge across the Perris Valley Storm Drain Channel leading to the South Perris Metrolink Station. Safety improvements include installation of signalized crossings and signage at Nuevo and San Jacinto Avenue. The Project will also construct ADA ramps to current standards, installation of missing sidewalks, interpretive signage to educate trail users, landscape and irrigation. Appropriate encroachment permits will be secured from Caltrans District 8 for the work under the I-215. A Master Agreement with RCFCD is required for the planned Project within RCFC&WCD right-of-way. Additionally, the Project requires easement acquisitions from property owners to provide access to the South Metrolink Station north of Case Road (AP No’s 330-090-027 and 330-090-028) as well as easements from property owners along RCFC&WCD Channel. Therefore, a turnkey right of way Right-of-way consultant specialized in the Uniform Act for property acquisition is essential.
